PILIN ANDS Transition Project

The PILIN ANDS Transition Project was funded from January to June 2008, as a continuation of the original PILIN project (Persistent Identifier Linking Infrastructure). In particular, the Australian National Data Service (ANDS) Establishment Project was interested in establishing an Australian national persistent identifier service as part of its activities. The project was an initiative of the Australian Government, being conducted as part of the National Collaborative Research Infrastructure Strategy.

The project had the following objectives:

Enable a national service to be established as a National Persistent Identifier Service, under the ANDS utility services suite of projects
Identify all the resources and expertise required by the national service to successfully offer a service
Plan and prepare for the ongoing transfer of expertise, knowledge and outputs from the PILIN project to the national service and to the Repository Outreach services
Identify and analyse all the dependencies and key relationships of a national Persistent Identifier service, both within and without the ANDS environment
Pave the way to the establishment of a relationship between the national provider and the Handle System governing body (CNRI)
Develop a business model and plan for the service, including a risk analysis
Identify the resources and expertise required by the ANDS Repository Outreach services on persistent identifiers
If the national provider and/or the ANDS Repository Outreach service are known in the timeframe of the project,
- begin to transfer to them all relevant expertise, knowledge and outputs from the PILIN project
- otherwise, ensure that the expertise can be transferred subsequently

The original intention was that a provider for the national provider service would be selected by June 2008, and PILIN staff would assist in the transition to that provider. This did not eventuate at the time because of project delays, but ANDS is still pursuing setting up a national provider. However, the project is posting its outputs, as many of them are applicable broadly, and in some instances improve on outputs posted under the original PILIN project.
